WINDSOR, Ont. -- Council has approved rezoning for construction of a new jail site at the south end of Walker Road.

The decision was made at the end of a marathon six-hour special meeting at City Hall on Thursday night.

The motion passed by a vote of 8-2.

For months Windsor-Tecumseh MPP Dwight Duncan has refused to meet with Windsor residents opposed to building a new jail on a 30-acre parcel of land located between Walker Road and Concession 8.

Citing the provincial Integrity Act, the finance minister has neatly sidestepped the controversy, saying he simply can't enter into any discussion with worried constituents living near the province's preferred site.

A letter sent to a citizens' group by the acting integrity commissioner last November said both Duncan and Windsor West MPP Sandra Pupatello had been advised against meeting with residents. Why? Because the commissioner felt it "may be interpreted as an attempt to interfere with and/or influence the process."

Ontario Finance Minister Dwight Duncan warned Friday that Windsor could lose the proposed jail to another community if it does not approve rezoning of the province’s preferred site near Highway 401.

“If the city doesn’t want it, we’re not going to drag this out,” Duncan told reporters following a speech to the Windsor-Essex Regional Chamber of Commerce. “Other communities want it, other communities nearby.”

The city’s planning advisory committee last week voted against rezoning the 30-acre site north of the highway between Walker Road and Concession 8. Only five of the eight committee members were in attendance for the vote, which came at the end of a 71⁄2-hour meeting that stretched into the early hours of the following morning.

You couldn't ask for better neighbours than the inmates and staff at Windsor jail, say residents and community leaders in Sandwich, expressing sadness the province is moving the antiquated facility elsewhere.

"The only problem we've ever had with the jail has been with parking," said Rev. William Bradley after Sunday service at St. John's Anglican Church, across the street from the 80-year-old Brock Street jail.
