The official start of construction Friday for the new $247-million regional jail means the cramped, deplorable conditions at the old Windsor Jail will be history by 2014.

That date can't come too soon for the 115 correctional officers who work the 86-yearold jail that's cramped when at capacity of 138, and even nearintolerable on weekends when the jail population can swell beyond 200.

"The conditions are horrible," for both the inmates and the staff watching them, said Renzo Anzolin, a corrections officer for 22 years. "It's just a bad place."

More than a dozen corrections officers were present at Friday's groundbreaking at the new site on the Eighth Concession, just north of Highway 401.

Instead of the cramped quarters with poor ventilation and no air conditioning at Brock and Peter streets, this place will have about 200,000 square feet of space on a 30-acre property. Capacity will be 315, and the staffing will rise to between 250 and 300, as the maximum security South West Detention Centre consolidates Windsor's and Sarnia's current jails. The savings realized by closing Sarnia is estimated at $2 million a year. The net increase in employment in Windsor is expected to be about 100.

WINDSOR, Ont. -- The city has approved site plans for the province's new super jail in South Windsor, where work is hoped to begin this summer.

"It's scheduled for completion of construction at the end of July 2013," said Bruce Gray of Infrastructure Ontario at city hall on Monday night.

Gray said there are further steps that need to be taken, including formal application for a building permit, but things are on track for ground breaking in the coming months.

"It's been a very well-organized and collaborative approach to this development," Gray said. "I think it's gone well.

"There's been public consultation. There's been positive feedback, as well.

"I think it's good news for the community."

Monday's approval is the latest progress in the ongoing creation of the South West Detention Centre, to be located at 4819 8th Concession Rd., just east of where Walker Road meets Highway 401.

WINDSOR, Ont. -- The same construction firm overseeing a $95-million redevelopment of Windsor Regional Hospital’s Western campus has been selected to build the South West Detention Centre on the city’s outskirts.

A consortium led by Toronto-based Bondfield Construction, called Forum Social Infrastructure, will start work this spring. The new jail will be on a 30-acre site bordered by Concession 8 and Highway 401.

Rezoning OK'd for 'urgently needed' jail PDF Print E-mail

WINDSOR, Ont. -- Council has approved rezoning for construction of a new jail site at the south end of Walker Road.

The decision was made at the end of a marathon six-hour special meeting at City Hall on Thursday night.

Ontario Finance Minister Dwight Duncan warned Friday that Windsor could lose the proposed jail to another community if it does not approve rezoning of the province’s preferred site near Highway 401.

“If the city doesn’t want it, we’re not going to drag this out,” Duncan told reporters following a speech to the Windsor-Essex Regional Chamber of Commerce. “Other communities want it, other communities nearby.”

The city’s planning advisory committee last week voted against rezoning the 30-acre site north of the highway between Walker Road and Concession 8. Only five of the eight committee members were in attendance for the vote, which came at the end of a 71⁄2-hour meeting that stretched into the early hours of the following morning.
